HAPPENING NOW: DAY 1 out of 2 | PALAYAN CITY – The National Commission on Indigenous Peoples Region 3 spearhead the two (2) day “Healing, Reconciliation, and Operationalizing the 11 Building Blocks in the Ancestral Domain in support to the Whole of Government/Whole of Nation Approach by Empowering the FRs, IP Youth/IP Eps, and IP Leaders Workshop” at Nueva Ecija Convention Center, Palayan City, Nueva Ecija, September 19-20, 2022 which was attended by NCIP Chairperson Allen A. Capuyan, the Ethnographic Commissioner for Region 3 rest of Luzon Atty. Rhodex P. Valenciano, NCIP Region 3 Acting RD Atty. Roman A. Antonio, PCOL Julio Sapida Lizardo – Aurora PPO, PCOL Charlie Apil Cabradilla – Bulacan PPO, PCOL Jess Bagsic Mendez – Nueva Ecija PPO, officials and representatives from the different National Government Agencies (NGAs) and Local Government Units (LGUs), including the Philippines National Police (PNP), Philippine Army (PA), Regional Lined Agencies (RLAs), Indigenous Peoples Mandatory Representatives (IPMRs) and Indigenous Peoples (IP) elders/leaders.
Atty. Roman A. Antonio, Acting RD of NCIP Region 3 acknowledge the participants present and ephasized the importance of 11 Building Blocks in relation to the implementation of NTF-ELCAC. The Ethnographic Commissioner for Region 3 rest of Luzon Atty. Rhodex P. Valenciano gave his message to the ICCs/IPs of Aurora, Bulacan, and Nueva Ecija, the importance of providing basic services of the government to the ICCs/IPs and preserving Indigenous Knowledge Systems and Practices.
Chairperson Allen A. Capuyan Capuyan emphasized that the Indigenous Peoples are the first Filipino People through the video message recording of the His Excellency President Ferndinand R. Marcos Jr. The areas of economic development from the SONA of our President Ferndinand R. Marcos, Jr. All economic development mentioned are present in the Ancestral Domains. The importance of the operationalization of IP 11 Building Blocks to the ICCs/IPs to become responsive, relevant, and resilient Ancestral Domain, namely:
1. Confirmation of IPS
2. Registration & Accreditation of IPO
3. CADT/CALT Delineation Process
4. Establishment of ADMO
5. ADSDPP Formulation
6. IP Wealth Management-CRMDP Formulation;
7. Institutionalization of CP: FPIC & EPR
8. Effective IPMR in the Local Legislative Bodies
9. Efficient & Enhanced MOA/MOU/MOC Formulation
10. Socio-Economic Activities with IP Cooperatives
11. Ancestral Domain Defense System
Chairperson Capuyan also mentioned the important roles (Speaker, Organizer, Networker, IP Rights Advorcator, Planner, Researcher, Lecturer, IP Youth Ambasador, and Servant Leader) of IP Youth in building a responsive, relevant, and resilient Ancestral Domain.
Atty. Richard Piaga – NCIP Region 3 Legal Office discussed sailient points of Indigenous Peoples Rights Act / IPRA Law or R.A 8371 (Basis, SC Ruling, Four Bundle of Rights). Mr. Kevin Constantine Fonseca discussed about the Culture Sensitivity in Action: IP Developmet Framework. Mr. Fonseca emphasized and said, “The Ancestral Domain Security Development and Protection Plan (ADSDPP) to every IP community to be known to the Line Government Agencies to see what does the ICCs/IPs want to do to their Ancestral Domains. ADSDPP is the refection of the ICCs/IPs aspirations.”
Currently, the 84th IB Commander Lt. Col. Enrico Gil Ileto is discussing the situation update and the undertakings of the 84th IB in Nueva Ecija.
