
NCIP Bataan address the burning issues raised by the Ayta Magbukun ICC/IPs in Sitio Matalangao, Brgy. Banawang, Municipality of Bagac, Province of Bataan

In response to Central Office Directives during the 7th Central Luzon Inter-Agency Visitation to the Ayta ICCs/IPs in Brgy. Bangkal, Abucay dated February 9, 2022, the NCIP Bataan headed by the Provincial Officer, Randy Q. Bernales with the Provincial Engineer, Janna Comising & Tribal Affairs Assistant, Angelito Aquile and with the assistance of Brgy. Banawang representatives and Rogationist Priest headed by Fr Ricky of Brgy. Parang conducted the following to address the burning issues raised by the Ayta Magbukun ICC/IPs in Sitio Matalangao, Brgy. Banawang, Municipality of Bagac, Province of Bataan:
1. Ocular Inspection of the private property of non-IP reported as part of Ancestral Domain and/ or overlapping w/ the CLOA of IPs. The geographical coordinates of the existing monument established by DAR was observed & recordeed to determine the alleged overlapping. In the plotting & projection, it was determined that the private property does not overlap with CLOA of IPs but inside the ancestral domain. It was explained to the IPs that since the Free Patent title was registered prior to IPRA Law 1997, the said private property will be subjected to segregation as per Section 56 of IPRA Law respecting & recognizing existing properties. The NCIP Bataan will submit the after activity report to the RO and will coordinate w/ the private property owner since the said land is used to be the hunting ground of the Ayta Magbukun ICCs/IPs of Bagac.
2. Dialogue or healing and reconciliation between IP Community to resolve the leadership conflict & have IPMRs selected/seated in Bagac. Puun Sonia Sy committed with other leaders & members to meet the other IP communities of Sitio Ulingan & Sitio Suhat, Brgy. Saysain and be assisted by NCIP Bataan in making their local guidelines for IPMR and have Indigenous representation in local legislative.
3. Comunity Validation of the PAKAMAT (Ayta Magbukun IP Organization) guidelines and agreement on rules for all the beneficiaries of 4K Program of Department of Agriculture.
