NCIP CONDUCTED 7th SPECIAL CEB SESSION
2 June 2023 | National Commission on Indigenous Peoples (NCIP) – Commission En Banc (CEB) conducted a blended special session at the NCIP Central Office Conference room, NCIP in Quezon City.
NCIP Chairperson presided over the special CEB session, along with 6 Ethnographic Commissioners in the deliberation Certificate of Precondition (CP) applications of different proponents in Ancestral Domains in Regions II and III, specifically Santa Cruz Solar Energy Inc. (SCSEI) and UHPB for Hydro-Electric Power Plants (HEPPS) in San Marcelino, Zambales and of Bugkalot ICCs/IPs in the Municipalities of Dupax del Sur and Alfonso Castañeda, Nueva Vizcaya, respectively.
The morning session deliberated on the SCSEI application. During the discussions, its officers presented compliance from last CEB deliberation and expressed support of the establishment of Indigenous Political Structure (IPS)/Indigenous Peoples Organization (IPO) and prioritize Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) development as partner in this project.
Also, Elders and Leaders from San Marcelino AD gave an update to Usec. Tanjusay in regards meeting in DSWD Central Office about leadership conflict within their community has been resolved through their cultural customary laws.
On the afternoon session, HEPPS application was deliberated; its representatives presented the project plan of UPHB for HEPPs and expressed their support through partnership with NCIP upholding the mandates and operationalization of 11 Building Blocks of resilient, responsive, and relevant ICCs/IPs within their AD.
The CEB approved both of the CP applications.
As ways forward, the Chairperson directed to proponents to provide Community Resource Development Plan (CRMDP); allocate Corporate Social Responsibility (CSR) funds to ICCs/IPs maximizing what the community can receive and reiterated to proponents to help operationalize 11 Building Blocks of a resilient, responsive, and relevant ICCs/IPs within their ADs according to their project implementation.
Executive Director Mervyn Espadero, and NCIP Bureau Directors and ICCs/IPs beneficiaries of the said projects were also present during the session.
