Ocular Inspection and discussion on ways how to address the issues raised by the IPs to the DPWH in re: construction of road at Brgy. Dibut, San Luis, Aurora.

WHO: IPMR Cipriano DE LA Torre

San Luis IPs, leaders and Chieftain

DENR Staff headed by Atty. Gabriel Sakiwat

Contractor- Radiance Trading & Builders

DPWH Rep. Engr. Shermichael Bihasa

TAA I Violeta Fernandez

AA1 Lilibeth Sindac

PLO Atty. Grail Brioso

WAYS Forward:

1. Soil Dumpsite- during the field validation it was agreed that the IPs will designate the area where to dispose the soil however according to the contractor it has an issue and the owner does not allow it so they talked to someone(owner of the private lot) to be the dumping site and he agreed. The contractor informed one IP about the situation but he did not relayed to the community. Resolved.

2. Uprooted Trees – it was agreed before, with the permission of DENR that any trees affected by the project will be safekeep by the contractors and if the IPs will be needing it they will request from the contractor. We suggest that we will assign a focal person in charge to issue request and certify that it will be use for personal consumption since the trees were inventoried and the contractor will be submitting documents to the DENR on the disposal of it. The IPs assigned Ptr. Rodrigo Donato. Resolved.

3. Damaged Crops- there were still 4 unpaid for their damaged crops and told them to go to the contractor for proper validation and documentation. Further there are some Environmental concerns that’s why there is the presence of DENR we also discussed on what are the mitigating measures the contractor did or will do to address the issues and appropriate sanction the DPWH will impose if the contractor will not be compliant. Resolved.
